You still can't deny even in this state that both sides are portrayed vengeful and rigid. It's just difficult to invent a situation of conflict out of nothing after 30 years, there should be an aggressive side, and, with the Japanese shown as an aggressive side, work would not even probably get a license. It would be oversimplification to say that Keiji was just vengeful and that's why portrayed Americans badly. The disgusting ending scene shows how an American and a Japanese kill each other while shouting out their grudges. Coincidentally, the survivor prostitute with syphilis infects normal looking young enthusiastic Americans. I can't say that absolutely all Americans are portrayed here as pigs. And that recreates the vicious cycle of resentment and violence. And survivors are in different stages - some are full of self-pity, others are ready to sacrifice themselves to harm as many Americans as possible. Anime focuses on radiation poisoning consequences, both physical and psychological.
